The dust is a by product that they have discovered makes equipment more durable. If you bring them a purple diamond they will crush and process the diamond for you and give you a power shield in return. You can take this shield to one of your properties and drop it to spread the durability and double the defense of your parcel. The defense will double for every shield is dropped .
